Performs a variety of duties in the administration of the federal Community Development Block Grant program and in managing the activities of contractors and consultants working on Community Development Block Grant funded projects and activities. Provides direction during the planning, design, and land acquisition and construction phases of assigned projects to assure a quality project is produced according to federal program rules in a timely and cost-effective manner.
