Job Type: Program 

Major Function: Under the supervision of the Executive Director, manages the day-to-day operations of a wide range of community service programs.

Directly Responsible To: Executive

Director Supervision Over: Supervises Special Projects Coordinator, Case Managers, Services Coordinator, Intake Specialist, and any other personnel that may be assigned. 

Duties and Responsibilities:

 - Contributes to and participates in strategic planning activities that promote and ensure implementation of the agency’s mission and core values. 

 - Ensures that all program records data integrity is consistently maintained in order to provide accurate program outcome reports as required by management and funders. 

 -  Publicizes programs; develops procedures and materials to be used by staff; and supervises the recruitment, intake and selection of clients.

 - Assigns staff to various projects, develops appropriate work schedules, and provides guidance, supervision and assistance.

 - Monitor and track grant spending and monitor and grant outcomes.

 - Ensures that client paperwork is accurate, complete, processed and recorded in a timely manner.

- Ensures updated program procedures/materials manual to be used by staff in service delivery activities.

 - Supervises skills training activities for appropriate clients.

- Supervises comprehensive assessments of family development clients, and preparation and implementation of family plans of action.

- Supervises youth development program recruitment, orientation, counseling and placement activities.

- Works with individual clients to resolve especially difficult or complex emergency problems.

- Mobilizes local resources to increase extent and amount of assistance agency is able to provide clients.

- Maintains client group participation in agency and community activities.

- Build/maintain relationships with community partners/service providers/business leaders to increase agency visibility and awareness.

- Coordinates with low-income community groups and ensures that recruitment and election activities comply with guidelines for filling Low-Income Sector Board seats.

- Ensures linkages and coordination with other agencies providing services to clients.

- Recommends changes to improve service delivery systems, identifies gaps in services, and suggests ideas for new projects.

- Monitors progress of programs, collects data and prepares/submits reports as appropriate.

- Evaluates procedures and staff performance and makes adjustments as needed.

- Performs related work as assigned.

- Performs other related duties as assigned by management

 

Minimum Qualifications:

   a. as to knowledge, skills, abilities and other attributes:

- Ability to maintain confidentiality and discretion, and to act with poise, tact, patience and courtesy.

 - Must be able to work productively under own initiative and minimum of supervision.

 - Ability to communicate effectively, both orally and in writing.

 - Must have the personality, drive and initiative to mobilize community resources.  Must have previously demonstrated ability to bring together successfully diverse elements of the community with diplomacy and tact in order to identify gaps in service area.  Demonstrated prior commitment to working with the low-income population is essential.

 - Working knowledge of MS Office Suite software, internet, computer systems, and general office technology. 

    b.  as to schooling, training and experience:

 - Bachelor’s Degree required

  - At least three years experience in grant funded programs, which includes two years of supervisory experience.
