CDBG-MIT Planning Grant Application Public Notice: English

PUBLIC NOTICE
In response to presidentially declared disasters in 2016 and 2017 the U.S. Department of Housing and Urban Development (HUD) announced that $633 million in first-of-its-kind funding would be available to the state of Florida for disaster mitigation projects. These funds are available through HUD’s newly created Community Development Block Grant – Mitigation (CDBG-MIT) and will be used to fund disaster mitigation programs to better protect Florida from future disasters.
Administered by the State of Florida’s Department of Economic Opportunity (DEO) a federally required State Action Plan was developed in partnership with state agencies, as well as with input from local communities and stakeholders to determine Florida’s most critical disaster mitigation needs.
On May 15, 2020 DEO launched the second of three programs under CDBG-MIT. The Rebuild Florida General Planning Support (GPS) Program makes a total of $20,000,000 available for eligible applicants. The General Planning Support Program is designed to provide funding opportunities to units of general local government (UGLG), educational institutions, state agencies, and non-profits for the purpose of developing and updating state, regional and local plans including, but not limited to:

- Regional mitigation plans

- Modernization and resiliency planning

- Comprehensive, capital improvement, and community development plans

- Floodplain and wetland management plans

- Land use and urban environment plans
-
- Historic preservation plans
-
- Small area, housing and neighborhoods plans

- Integration of mitigation plans with other planning initiatives
-
- An inventory development of properties with known or suspected environmental contamination.
Individual applications must exceed $20,000 and are not to be above $10 million with a deadline of July 30, 2020.
The City of St Petersburg, Florida, is seeking funding through DEO’s Rebuild Florida GPS Program to develop a strategic plan to upgrade and mitigate the City’s seawalls to reduce flood risk and increase resilience, including potential complementary drainage improvements and green or aesthetic components. Among the tasks to be completed the City expects to complete a seawall condition and vulnerability assessment, develop a toolbox of design solutions and guidelines, and develop a city-wide strategy for executing the proposed solutions. As a part of the planning process the City will engage in a robust stakeholder engagement campaign with the community, continually engaging and incorporating feedback into the strategy.
